Returns the PostgreSQL library for ASCII case-insensitive string operations.
The library adds startsWithIgnoreCase, endsWithIgnoreCase, and
containsIgnoreCase. It accepts ASCII query fields and constants only, so
CEL evaluation and PostgreSQL ILIKE use the same case-folding domain.
