Translates the portable ANSI SQL version 1 fragment.
The profile emits one SQL search condition and ordered typed parameters in
AnsiSqlPredicate. It rejects configuration, field absence observation,
and CEL operations that ISO SQL cannot represent without changing CEL
semantics.
